Mayor Gamec commented that their answer to that is that the State Legislature is working on have the metes and bounds law changed. Mayor Gamec discussed the CAB Sewer connection that will serve the City of Ramsey. The commercial district in Ramsey could conceivably be sewered ~n three years. He reported on the meeting with the General Mills representatives.regarding the relocation of the airport. General Mills is planning to locate a research area with a PUD, condominium type housing for their employees, etc. The City cannot acqtLire their land for a municipal airport. Elk River has expressed some interest in having the airport located there, however, to date nothir~ definite has been expressed. Coancilman Cox asked if another ~rea should be pursued such as the Shenk or Peltzer property. Mayor Gamec answered that the MN DOT said the only place in Ramsey feasible for an airport would be the General Mills property. Road and thoroughfares were discussed by Mayor Gamec. He pointed out Highway 47, County Road 5, Sunfish Lake Boulevard, County Road Armstro~Boulevard as being the City's major north/south thoroughfares, They are looking now at the best ways to extend 153rd Avenue across the City as a major east/west thoroughfare, and also '173rd Avenue, and Industrial Boulevard which will all serve as east/west thoroughfares to some extent. Signalization on Highway 10 is another consideration. The bridge construction north of the High School is also another consideration in the thoroughfare plan. Dennis Donovan asked if they were allowing enough space for bike/hike trails. Mayor Gamec said that they are allowing space for this purpose on the north/ south thoroughfares. Ken Peterson spoke regarding the status of the Planning and Zoning Commissions progress toward revision of the Co~mprehensive Plan, He said they are working on revising the site plan building desig~ plan approval ordinance and this should be before Council sometime in February. The Planning and Zoning Commission is asking for one acre lot s.izes in commercial/industrial areas if they can meet the requirements for septic systems on one acre. That is~the area for the original system Plus enough green area to hav~ two additional contiguous systems. The site plan and building design plan review is quite similar to the Urban Development Permit used in the Urban Area. It addresses screening, access, bt~ffers, landscaping etc. The Commission is proposing that industrial zoned land be classified by wastes and uses rather than light, medium or heavy. Ben and John have originated a system of classifying industrial areas that they feel will satisfy the metro commission and allow development on one acre lots without sewer.
