Draft To be returned to Deloitte Haskins & Sells and not _PRC , MINNESOTA ' )-EOT NO. 06-51-02857 COMPLIANCE WITH GRANT TERMS AND CONDITIONS AND OTHER EDA LPW REQUIREMENTS ATTACHMENT 2 In connection with our examination of the financial statements reported in Attachment 1, we have reviewed the terms and conditions of the grant and EDA/LPW instructions and have performed tests of City of Ramsey, Minnesota operations and records applicable to the compliance requirements set forth in Parts II A and B of the audit program in the Department of Commerce Audit Instructions for Local Public Works Grants Under Title I of the Public Works Employment Acts of 1976 and 1977. In our opinion, for the items tested, conditions _were disclosed which we consider to be matters of non-comPliance. Such conditions, along with our recommendations for corrective action, ~re outlined in the paragraphs beloQ. Except for these matters, the grantee complied in all material respects with the applicable compliance matters contained in Part II A of the audit program. Further, based upon procedures performed in accordance with Part II B and, except for those items of non-compliance shown below, nothing came to our attention to indicate that. the grantee had not complied in all material respects with all other applicable items listed in Part II B of the audit program referred to above. Paragraph 29 of the Standard Te~ms and Conditions requires the grantee to submit one copy of as-built drawings to the Economic Development Administration~ Such drawings have not yet been completed. We recommend that the as-built drawings be completed and one copy submitted to the Economic Development Administration. Paragraph 29 of the Standard Terms and Conditions also requires the grantee to submit a final acceptance report to the EDA. As noted in Note C to the financial statements, the City has r~fused to sign such a report pending resolution of a dispute with a contractor. We recommend that the City continue its efforts to resolve this dispute, and submit the final acceptance report to EDA upon such resolution.
