D.C. 20472 <br /> <br />Honorable Arnold Cox <br />Mayor City of Ramsey <br />15153 Nowthen Boulevard <br />Anoka, Minnesota 55303 <br /> <br />Dear: Mayor Cox <br /> <br />The date of your comnmanity's Flood Insurance Rate Map, (FIRM) is the <br />effective date for the authorization of the sale of first and second layer <br />flood insurance coverage at actuarial rate~ for all new construction and <br />substantial improvements to existing structures within your community. First <br />layer coverage on structures built prior to the date of your FIRM, will <br />continue to be made available at subsidized rates, unless substantial <br />improvements are made to the structures. <br /> <br />The actuarial rate zones and base flood elevations applicable to your <br />com~nlty are indicated on the FIRM. You should be aware that actuarial <br />rates for insurance on a structure increases as the first floor elevation of <br />the structure decreases below the base flood levels established for your <br />community. In addition, it should be pointed out that on the effective <br />date of the FIRM, the FIRM supersedes all previous maps for the purpose of <br />determining whether individual properties are located inside or 6utside the <br />area having special flood hazards; and, after that date, new construction <br />will be charged actuarial rates which may be higher if the construction is <br />not built in compliance with the flood plain management requirements of the <br />National Flood Insurance Program. <br /> <br />Based on our review of y~ur community's ordinance which was submitted to <br />meet the requirements of Section 44 CFR 60.3 of the regulations, we find <br />that your ordinance satisfactory meets the program requirements at this <br />time. On the basis of our acceptance of your submission, your comnunity's <br />eligibility in the National Flood Insurance Prc~ram will be continued. <br /> <br />We hope the effective administration and enforcement of your adopted flood <br />plain management regulations will enable your community to substantially <br />reduce its future flood losses through .the wise management of its flood. <br />plains. <br /> <br /> <br />
