That applications which meet-the generaI development guidelines. <br />for boat launches on the lakes identified on Table A be given- <br />absolute priority for funding in the appropriate. Planning Area. <br /> <br />10. That a community with a boat launch project ranked for funding <br /> also be eligible for an additional project grant. <br /> <br />11~ That the following Metropolitan Development FramewOrk criteria' be <br /> applied: <br /> <br /> A. Ail applications from Rural Centers will be considered <br /> (active and-passive). <br /> <br />In those parts of the Rural Service Area outside' of Rural <br />Centers, only applications for passive recreation will be <br />considered. <br /> <br />In setting priorities among quality projects from Rural <br />Centers, the proposed Freestanding Growth Centers will be <br />given priority over applications from other Rural Centers <br />when demonstrated needs are similar or greater in the <br />proposed Freestanding Growth Cenrer. <br /> <br />Applications from Rural Centers would be ranked with <br />considered applications from communities outside of the <br />Rural Centers on the basis of recreational project review <br />criteria. <br /> <br />Sixty percent is the suggested "quality threshold." The staff <br />will evaluate the suitability of the sixty percent "cut-off" <br />after reviewing the applications and may recommend appropriate <br />adjustments. <br /> <br /> <br />
