Young, M.D. (Chairman)
Richard Blomquist
Arlene Dahlman
Barbara Ingrassia
Susan Kimball
Edward LaTuff
William Lightburn
Bruce Olson
David Parachini
Robert Rodin
JoAnn Demko
Randy Peterson
Dennis Boland

ABSENT:

Thomas Fashingbauer
Douglas Freeman
Robert M. A. Johnson
John Malban
Harriett Mhoon
Martin Peper, M.D.
Thomas Wittkopp, M.D.

The minutes of the meeting of February 4, 1980 were approved as
written.

CEO Recruiting

Operating on the assumption that Anoka State Hospital will remain
open, ads have been placed in several national and state publications
for the position of Chief Executive Officer at the hospital. It was
agreed that at the appropriate time the committee will select from 5-7
members to serve on a panel for the final screening of applicants.
Mr. Rodin suggested the following representation: 1 from the city of
Anoka, one from each of the counties which are part of the catchment
area, a union representative, and a member from a consumer group such
as the Mental Health Advocates Coalition.

In a telephone conversation with Tom Fashingbauer, Dr. Young was
advised that the Ramsey County delegation will go on record as opposing
the closing of Anoka State 'Hospital and will support legislation for
improving the situation at the hospital.

Mr. Rodin suggested that the committee consider notifying the
Legislature that the bill to close Anoka is a severe handicap in re-
cruiting a Chief Executive Officer and a decision must be made quickly
on hospital closure. Mr. Parachini said the Legislature should be pro-
vided with position statements from all counties involved. It is also
important to determine which way the Legislature is going - to close or
to improve the hospital - because if the hospital is to be phased out
within the next two years, a different type of CEO would be needed - one
who is skilled in phasing out a facility. A subcommittee was establish~
to contact Rep. McCarron to discuss his bill and report back to the next
meeting of the advisory committee. Members are: Robert Rodin, Tom
Fashingbauer and Barbara Ingrassia. Mr. Rodin said the Anoka delegation
was welcome to sit in on the meeting if they would care to do so.
