� a <br /> Our Uission: To work together to resposihty grow oin communiiry, and to pmolde quality,cost-effective.and eificlent government services. <br /> Charter Commission 5. 2. <br /> Meeting Date: 10/19/2016 <br /> By: Jo Thieling,Administrative Services <br /> Information <br /> Title: <br /> Discussion of Regulations and Restrictions in Regard to Municipal Authorities <br /> Purpose/Background: <br /> Purpose: To further discuss the Commission's ability to restrict the Economic Development Authority. <br /> Background: Prior to the Charter Commission meeting held on July 13,2016,a Charter Commissioner <br /> expressed concern regarding the Economic Development Authority and whether the Commission could <br /> impose some constraints on the EDA(i.e. bonding,etc.). It was stated at the July meeting that there is no <br /> Charter language pertaining to Authorities, so state law would prevail. Following a discussion at the meeting, <br /> the Commission determined they would like some follow-up at a subsequent meeting with regard to <br /> Authorities and restrictions. The Commission also asked for a copy of the resolution establishing the <br /> Economic Development Authority. That Resolution is attached.
