Commissioner Deemer noted his experience with previous Comprehensive Plan Updates. <br /> Commissioner Zaetsch recommended that reporting back to the Charter Commission is not <br /> required. <br /> Chairperson Field noted his preference that the representative attend the meetings. The alternate <br /> can attend, but should not engage in discussion. <br /> Motion by Commissioner Sivertson, seconded by Commission Zaetsch to appoint Commissioner <br /> Jim Bendtsen to the Committee. <br /> Further discussion: Commissioner S. Anderson inquired about the structure of the meeting. <br /> Commissioner Bendtsen restated his interest and asked the Commission their desire on how to <br /> represent the Commission on the Comp Plan Steering Committee. <br /> Motion carried. Voting Yes: Chairperson Field, Commissioners Sivertson, Zaetsch, S. <br /> Anderson, Barrows, Bendtsen, and Deemer. Voting No: None. CONUMSSION/STAFF INPUT <br /> 6.1 Discussion regarding Authorities <br /> Chairperson Field stated that at the last Charter Commission meeting, a Commissioner expressed <br /> concern regarding Authorities, more specifically the Economic Development Authority, and <br /> whether or not the Charter could impose some constraints on such Authority (i.e. bonding, etc.) <br /> At the meeting, Chair Field agreed to continue discussion and offered the following discussion <br /> points: Should the Charter Commission suggest language aimed at Authorities where the <br /> Charter presently is silent; What powers or limits can/should the Charter require; Four areas of <br /> concern exist: taxing, bonding, eminent domain, and holding title to real estate. Should those <br /> authorities rest with the elected Council alone? <br /> Commissioner Zaetsch noted there was no Charter language pertaining to Authorities, so State <br /> Statute language prevails. Alternate methods of governing Charter, barring any restrictions in <br /> Statute, and opportunity to suggest language to the City Council. Authorities are appointed, not <br /> elected and have greater power than boards and commissions. In the past, the City had a <br /> Housing and Redevelopment Authority comprising of Councilmembers. This Authority has <br /> been canceled. The City still has an Economic Development Authority, but could have others <br /> and Authorities have various powers.
