City Attorney Goodrich was instructed to check what business a Councilman <br />can do for the City with regard to conflict of interest. <br /> <br />Councilman Reimann asked regarding the City paying for uniforms for <br />the maintenance personnel. Both the Street Superintendent and City <br />A~ainistrator Sc?~elle said this was discussed at budget time and that <br />this was to be a negotiable item. Councilman Reimann asked if we permit <br />this and if so is everyone else being treated equally. City Administrator <br />Schnelle said yes because of the nature of the job. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to pay <br />the bills in the amount of $101,227.63 except $271.26 to Councilman <br />l~ckelson, which bill is to be reviewed by the City Attorney and also <br />Duane's Towing bill in the amount of $15.00. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmen Mickelson, Reimann, <br />Sorteberg and Cox. Voting no None. <br /> <br />MAYOR ~D COUNCIL INPUT <br /> <br />1) Mayor Gamec announced that-~he Jaycee Cleanup Day will be held on <br />May 17, 1980. Also he announced the possibility of a citywide community <br />festival in the fall. He stated a question will come to the City re- <br />garding its policy of permitting the sale and consumption of beer on <br />City property. <br /> <br />City Attorney Goodrich was asked to look into the City's liability on <br />this issue. <br /> <br />2) City Administrator Schnelle advised the Council of the Bertha Mae <br />ST~Hth special assessment abatement~status. <br /> <br />3) Councilman Mickelson brought to the Council's attention a building <br />he is finishing on his property. He stated that he has had a barn in <br />his back yard for approximately three years. He stated that when he <br />started building it, it was valued at less than $500 a_nd, therefore, be- <br />cause of City policy, no building permit was necessary. <br /> <br />Councilman Mickelson also said he doesn't think the building is in <br />violation of the City's accessory building regulations as all but the <br />front 200 feet of his property is assessed for tax purposes as commercial. <br />The building i~ a 16 x 24 pole .structure, has been there for three years <br />and houses Councilman Mickelson's horse. <br /> <br />Councilman Cox stated that he thinks the building is not ~'grandfathered" <br />in and that staff should not be put into the difficult position of <br />scrutinizing Council members. <br /> <br />Councilman Mickelson said he is not building a business or commercial <br />building. <br /> <br />Motion by ~iayor Gamec and seconded by Councilman Reimann to instruct <br />staff to prepare findings of fact regarding the useage of the building, <br />its past history and type construction, said findings to be presented to <br />Council at its April 8, 1980 meeting. <br /> <br />C/U~rch 25, 1980 <br />Page 7 <br /> <br /> <br />
