CITY OF RAMSEY <br /> <br />CITY COUNCIL <br />FINDINGS OF FACT ~ re Leon Bray <br /> <br /> STREET IMPROVEMENTASSESSMENT <br /> <br />l) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />The City Council May 29, 1979, ordered e public hearing because of <br />interest shown for street improvements in an adjoining area, <br /> <br />A notice of public hearing was placed in the cities official paper <br />and individual notices were mailed to all affected residents, <br /> <br />The public hearing was held Juue 12, 1979, input was received from <br />· numerous residents. However, Mr. Bray's name did not appear in the <br /> minutes as having had any input. <br /> <br />On June 12, 1979, the City Council adopted resolution number 79-48 <br />ordering the improvement. <br /> <br />On July 23, 1979, the City Couucil adopted resolution number 79-51 <br />accepting the bid of N.D.H., Inc. for the proposed construction, <br /> <br />On September lC, 1979, the City Council adopted resolution 79~74 <br />ordering a public hearing be held October 9, 1979 for the'purpose of <br />determining costs and the proposed assessments. <br /> <br />On October 9, 1979, the City Council held the public hearing and <br />adopted resolution 79-81 establishing assessment costs~ <br /> <br />The assessment policy for all projects was to divide total buildable <br />parcels of land into the total cost to determine a unit assessment, <br /> <br />In unplatted areas where~ parcels exceeded the City lot size require-. <br />ment, additional units were added accordingly to share inthe project <br />costs. <br /> <br />10) In this area there were several homeowners that were assessed more <br /> than one unit. <br /> <br />ii) <br /> <br />Using the Cities criteria for determining a parcels suitability for <br />building, there were several parcels that were not assessed, <br /> <br />12) The City of Ramsey's criteria for determining a parcels buildability <br /> are: <br /> <br />a) Adequate areas for the placement of and proper construction <br />of an on-site septic system. <br /> <br />b) Positive parcel drainage to eliminate flooding potentials <br />under all conditions. <br /> <br /> <br />
