March 28, 1980
4:30 P.M.

Council Personnel meeting held at the above time and date at the
Ramsey Municipal Center.

Present at this meeting were the following:
Councilman Arnold Cox
Councilman Gary Reimann
City Administrator Lloyd G. Schnelle

The purpose of the meeting was t° discuss health insurance and the
Council Personnel Committee had requested earlier to quarterly meetings
during the year of 1980,

City Administrator pointed out to the Council Personnel Committee that
the 1980 budget provided funds in Unallocated Activity (101-4930 ~line
item #49) for a 10% increase in the City's share for health insurance
coverage. The City's share as currently set by Council is $60.00 per
month for employees and elected officials. If the 10% increase were
granted, it would amount to a $6.00 month increase per employee and
elected official. It would establish the City's share at $66.00 per
month for each city employee and elected official. Council Personnel
Committee requested that the' above be put on the Council agenda for
Council review.

Councilman Reimann stated that he didn't understand how the ~City got
into the business of covering uniform costs for city public works
employees. City Administrator pointed out that it was in the budget
and that he did make reference to it in the budget review. He stated
on any future budget items which derive a ~enefit to an employee, it
will be treated like the pay raise, health insurance provision which
were set up in allocated (101-4930 line item #49 Council Sinking Fund).

The City Administrator discussed with Personnel Committee that City
Staff was accomplishing their mission without replacing Ms. Peddycoart
at this time. However, he pointed out that these rush cases don't seem
to be such rush cases after Council 4gives their approval. He (City
Administrator) stated that they were looking for a secretary to take
minutes.

Meeting adjourrle~f~ m0 P.M.
