COUNTY OF ANOKA Office of the Cmmty Board of Commissioners COURT HOUSE --- 4~1-476E) --- AN[-IKA, MINNESOTA .~S303 March 17, 1980 The Honorable Tom Gamec Mayor, City of Ramsey 5810 Neon St. NW Anoka, Minnesota 55303 Dear Mayor Gamec: Please find attached a copy of resolution #80-12 passed by the County Board on January 22, 1980. The purpose of this resolution was to direct the County Administration. Office to solicit proposals from various independent engineering firms for a special study of the monitoring procedures used by the Environmental Services Section at all of the Anoka County landfills. Further the study is to provide for an independent review of the actual ground water status of each of the Anoka County landfills. As I am sure you are aware, the issue of the status of ground water 'at the landfills has been a concern of the County Board of Commissioners for a number of years. This study will provide for an up to date analysis of our ground water monitoring techniques as well as a review of the actual ground water status. In taking this action, the County Board was most interested in providing for one more level of assurance that the landfills are being monitored in the most effective way possible in order to protect the future environmental health and well being of those communities which currently have sanitary landfill operations. The County Administration Office has recently completed a review of a number of independent consulting firms to perform this analysis. Our review has concluded that the Barr Engineering Firm of Minneapolis, Minnesota does have the most substantial experience and qualifications in this area of those firms responding.
