Counf' ,, Kqi nes <br /> <br />DATE <br /> <br />1-22-80 RESOLUTION NO. 80-12 <br /> <br />OFFERED BY COMMISSIONER <br /> <br />Fields <br /> <br /> AUTHORIZATION FOR INDEPENDENT STUDY OF GROUND WATER <br />TESTING AND INSPECTION PROCEDURES - ANOKA COUNTY LANDFILLS <br /> &l <br /> <br /> WHEREAS, the Anoka County Board of Commissioners under <br /> Minnesota Statutes 473 is responsible for the regulation and " <br /> i~spection of solid waste landfill operations in Anoka <br /> County; and, <br /> <br /> :~ WHEREAS, the Anoka County Board of Commissioners has <br /> under various County ordinances and inspection procedures ..... <br /> established a system of gr. ound water inspection at all of <br /> the landfills located in Anoka County; and, <br /> <br /> " WHEREAS, the'County Board'under its responsibilities of-'~.' ' ' <br />t~'e Minnesota Statutes and its concern for the environmental <br />health and well being of its constituents has endeavored to <br />work within the regulations of the State of Minnesota and in <br />concert with the State Minnesota Pollution Control Agency to" - <br />insure an adequate and enforceable system of ground water <br />inspection and management; and, <br /> <br /> WHEREAS, it is the consensus of the Anoka.County Board <br />of Commissioners that from time to time it is essential to <br />provide for a validation of the County testing procedures <br />for ground water contaminents at all of the landfills in <br />Anoka County; and, <br /> <br /> WHEREAS, the'Anoka County Board of Commissioners is <br />cognizant and aware of the potential problems' which may <br />exist as a result of pre-existing, non-conforming uses at <br />various Anoka County landfills as a result of disposal <br />activities prior to Anoka County having responsibility for <br />solid waste management: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Anoka County <br />Board of Commissioners that they do hereby direct the <br />Administration office to proceed to solicit proposals from <br />various independent engineering firms in the Twin Cities <br />Metropolitan area for the purpose of providing Anoka County <br />with a report on the credibility of the Anoka County ground <br />water monitoring testing procedures currently utilized by <br />the environmental services section of the Community Health <br />and Social Services Department. Further said proposals <br />should include an independent review of the actual ground <br />water status of each of the Anoka County landfills. <br /> <br /> <br />
