The City made this <br />request 'because they felt this extension ;.;ou]d allow all of the <br />Dur, ham Oaks area to be served 'by gravity and also that the future <br />installation of the interceptor in the corridor will. be complicated <br />by the utilities, drainage and the street. This extension, <br />however., is not necessary to provide service to the area s~nce the .. <br />local collection system can d.ischarge to the interceptor at H~ghway <br />47. The Commission staff has' considered th~s request and has <br />investigated other possibilities. Our meetings with Andover <br />ascertained that they do not have a near future need for the connection <br />of an ihterceptor to the existing Anoka i,lortheast Interceptor <br />Therefore, inclusion of the Rum River extension in our current design <br />would be only to provide Anoka with ease of service fo~ their <br />pr'oposed local collection system and for the Conmission'to avoid <br />addi.tional, construction costs in the future caused by installation <br />of ~Jtilit~es.~n the interceptor corridor. <br /> <br />The staff has investigated possible alianments in the field which <br />would allow construction of 'the inte.cepuor subsequent to the install <br />ation of local utilities in the street corridor..,The interceptor <br />can still be constructed in the proposed corridor,' however, the <br />construction costs would increase because of the existence of the <br />utilities. Therefore, the preferred alternative wouid be on <br />another alignment. In this respect, there appears to be a viable <br />aligrunent through the north end of the fairgrounds, across the Rum <br />,,]ver, through ;he state hospital grounds in a northeasterly <br />direction and to the existing Anoka llortheast Interceptor. The <br />:two routes'are shown on /the attached exhibit. <br /> <br />The alternative alignment through the fairgrounds and state hospital <br />;..,ill be of compatible costs and with .compatible con~struction diffi- <br />,culties. The.alternative route will require the ~cqu~sition of <br />rights-of-way through public property.' These easements should be <br />easily obtainable between public agencies. The alternative route <br />could also restrict the development pattern of the property of the <br />state hospital if this property is ever developed insomuch that <br /> <br /> <br />
