5. POLICY BOARD BUSINESS <br /> 5.01: Consider Tree Preservation and Landscape Plan Aspects of Preliminary Plat <br /> Application for Brookfield 811 Addition <br /> City Planner Anderson presented the staff report. He explained the City has received an <br /> application for Brookfield 8th Addition that includes consideration of multiple variances, <br /> Comprehensive Plan and Zoning Amendments, and Preliminary Plat. The submittal includes a <br /> Tree Inventory and Protection Plan as well as a Landscaping Plan for review and consideration <br /> of the EPB. <br /> Councilmember LeTourneau asked if the elevation certificate would be at the cost of the <br /> developer or whether that would be a City expense. <br /> City Planner Anderson replied that the cost would be the responsibility of the developer or <br /> builder and would not be a City expense. <br /> City Planner Anderson continued to review the staff report and proposed plans. <br /> Councilmember LeTourneau asked if the suggestion regarding lot depth has been brought <br /> forward to the developer. <br /> City Planner Anderson stated that during the sketch phase staff did bring to their attention that it <br /> looked like some of the lots may not meet the depth standard. He acknowledged that the <br /> developer is aware that they would need a variance and have been proactive about asking to meet <br /> with City staff to further discuss the matter. He stated that a letter was sent out to the applicant <br /> advising them that staff would be supportive of the variance for L16, B2 and L1, B1 but would <br /> recommend that L3 be combined with L2 and L4 be combined with L5. He stated that staff <br /> intends to bring this item to the October Planning Commission meeting but is awaiting some <br /> additional information from the developer. He continued to review the proposed plans and noted <br /> that staff finds the Tree Inventory, Protection Plan, and the Landscape Plan to be generally <br /> acceptable with the revisions outlined in the staff review letter. He stated that staff is asking the <br /> Board for recommendations on these plans as well as the request for a variance to the lot depth <br /> requirement. <br /> Board Member Stodola referenced the lot depth variance and asked if there is any other <br /> justification for the variance other than the ability to develop two lots. <br /> City Planner Anderson replied that the applicant has stated that you can still mow within the <br /> wetland setback, although you cannot build within the setback, and has not provided any <br /> concrete justification. <br /> Chairperson Stodola asked for clarification on the suggestion proposed by staff regarding lot <br /> combinations. <br /> City Planner Anderson provided further clarification. <br /> Environmental Policy Board/ September 19, 2016 <br /> Page 2 of 5 <br />
