Park and Recreation Commission <br /> Meeting Date: 01/12/2017 <br /> By: Mark Riverblood, Engineering/Public <br /> Works <br /> Information <br /> Title: <br /> Review Concept Plan for Pearson Farm; Case of Capstone Homes <br /> Purpose/Background: <br /> The purpose of this case is to provide preliminary feedback for a future plat currently known as Pearson Farm. This <br /> is not an official application at this time,but does include several unique subdivision aspects that the Planning <br /> Commission will be addressing: <br /> 1. Comprehensive Plan Amendment(subsequently a Zoning Amendment) <br /> 2. Use of Planned Unit Development District <br /> 1. Lot Sizes <br /> 2. Setbacks <br /> 3. Mandatory Environmental Review <br /> The Park and Recreation Commission will be addressing access to parks and trails (geographic's and design), as <br /> well as specifics pertaining to how the Park Dedication and Trail Fees are satisfied within the future Development <br /> Agreement. <br /> Notification: <br /> Notification is not required at this time,but will occur with future steps. <br /> Observations/Alternatives: <br /> As this is a conceptual plan at this point, Staff has not prepared a full report. Staff will prepare a more detailed <br /> presentation at the meeting. Staff is forwarding at this stage to introduce the concept early, especially in light of <br /> mandatory environmental review required by State Law. The Developer desires initial feedback on the concept <br /> before starting the official review process. The entire review process (City, State,Watershed, etc.)will likely mean <br /> a construction start date of approximately July. <br /> Funding Source: <br /> This case is being handled as part of normal staff duties. <br /> Recommendation: <br /> Staff has no recommendation at this point relative to the sketch plan,but does recommend that Commissioners <br /> familiarize themselves with the site and associated parks and trails in the vicinity(proposed and existing). <br /> Action: <br /> No action requested/recommended.
