7.05: Consider Direction to Schedule Public Comment Period and Public Hearing to <br /> Consider Amendments to the Residential Rental Licensing Program <br /> Community Development Director Gladhill reviewed the staff report and recommendation to <br /> authorize a public comment period and schedule a public hearing to amend City Code, Chapter 26, <br /> Article XIV to require licensure of single-family dwellings, but no requirement for inspection. <br /> Councilmember Kuzma asked if the fees would be changing. <br /> Community Development Director Gladhill stated that currently the fee is $75 per unit and noted <br /> that would change, estimating $25 per unit noting that the renewal period would most likely be <br /> every two to three years. He noted that the City is making an attempt to not disincentivize the <br /> program. <br /> Councilmember Kuzma suggested making the change effective for a one-year period first to <br /> determine if the changes are effective. <br /> Community Development Director Gladhill suggested that the Council would authorize for one <br /> year with auto renewal for years two and three if there were no documentable violations for the <br /> property. <br /> Mayor Strommen stated that the next step would be to obtain public comment. <br /> Councilmember Riley stated that he believes that this would be a good mechanism for the City to <br /> obtain the necessary information while not encumbering a small business. <br /> Councilmember Shryock echoed the comments made by Councilmember Riley and stated that she <br /> is excited that this process involves public comment. <br /> Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to authorize a <br /> Public Comment Period and schedule a Public Hearing to amend City Code Chapter 26, Article <br /> XIV. <br /> Further discussion: Mayor Strommen stated that she liked that staff first obtained public comment <br /> before developing this draft ordinance. She noted that as the process has been developed this <br /> should be met with constructive comments rather than opposition. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, LeTourneau, Kuzma, <br /> Riley, and Williams. Voting No: None.
