Tim Gladhill
From: Dean M. Scott <info@scottpropertiesmn.com>
Sent: Friday, January 29, 2016 3:39 PM
To: Ramsey Planning
Subject: Rental Licensing Program
Please consider the following:
I own by C4D and rent out 6936 Riverdale Dr NW in Ramsey (Townhome).
Because my primary business is Property Management, I deal with many properties in many cities
around the Metro Area. City Rental Licensing Fees are punitive and contradict the basic
fundamentals of property rights. Also, having to disclose information such as Names and information
of owners, tenants, and their privately agreed upon Lease terms and/or Lease copies is a privacy
issue. Each city that I deal with has slightly different requirements. My favorite, of course, are the
many cities that I work in that do not get involved at all. I was very happy when Ramsey dropped
these rules/requirements. I thought this was an amazing display of common sense and respect. The
City of Crystal also recently dropped their City Inspection requirement for selling a home. This was
smart, as that requirement had created an undue burden in cost ($160.00) and had created many
problems with closings happening on time or sales falling through.
Given all of this, my preferences are as follows in order:
1) NO Rental Licensing requirements, fees, or intrusion on property rights.
2) A NO FEE registry of Rental Properties that require the property address and owner name and
number only.
3) Required for owners, but not for owners who are or have a MN Licensed Agent doing Property
Management: 1) Multi-housing Cert, 2) Inspection every 6 years, 3) Inspection fee of no more than
$50, 4) Re-inspection fee of no more than $50.
1 pride myself on Marketing good quality homes for owners. Due to my field, I am liable to owners and
tenants for providing safe housing. I also am required to do training on such each year to maintain my
license. Owner's should not have to pay me to do inspections twice per year (at the minimum) and
have to pay for a city inspection or be required to have a Multi-housing Cert. Honestly, the City
Inspections and the Multi-housing Cert. are both very laughable. I have done the class for this Cert.
and have been at countless City Rental Inspections. Most inspectors do not have a clue of what to
look for other than ripped screens and detectors.
Please consider holding to your current requirements---NONE.
Everyone is taxed enough. This is just another tax for no reason that is called something else.
Thank-you,
Dean M. Scott
Scott Properties, LLC
Real Estate Sales-Leasing-Management
1
