The f~rst installment of each assessment shall be inc.[uded in the first tax rolls completed after its zdopti, on and shall be pa~'ab[e in the same year as the taxes contained therein; except that the payment of the first insta[l~,ent of any assessment levied upon unit, proved property may be deferred until a desig'nated future year, or unt'il the platt[ns the property or the construction of improvements thereon, upon such terms and conditions and based upon such standards and criteria aS may be provided by resolution of the council. ]f special assessments against the property hzve been deferred pursuant to this subdivision~ the governmental unit shall file with'the county recorder.in the county in which ~he property.is located a certificate containing the legal description of the affected property and of the amount deferred. In any even~, every.assessment the p~yment of which is so deferred, when it becomes p~yable, shall be divided into a number of installments such that the last install~,ent thereof will-be payable not ~ore than 30 years ~fter the levy of the assessment. All assessments shall bear interest at such rate sS the resolution deter~ines~ not exceeaing'ei~ht'pe~cent snnu~, except that the rate may in-~ny e~ent equ~[ the average annual interest rate on ~onds issued to finance the improvement for ~hich the assessments are lev~ed.
