The <br />f~rst installment of each assessment shall be inc.[uded in <br />the first tax rolls completed after its zdopti, on and shall <br />be pa~'ab[e in the same year as the taxes contained therein; <br />except that the payment of the first insta[l~,ent of any <br />assessment levied upon unit, proved property may be deferred <br />until a desig'nated future year, or unt'il the platt[ns <br />the property or the construction of improvements thereon, <br />upon such terms and conditions and based upon such <br />standards and criteria aS may be provided by resolution of <br />the council. ]f special assessments against the property <br />hzve been deferred pursuant to this subdivision~ the <br /> <br />governmental unit shall file with'the county recorder.in <br />the county in which ~he property.is located a certificate <br />containing the legal description of the affected property <br /> <br />and of the amount deferred. In any even~, every.assessment <br />the p~yment of which is so deferred, when it becomes <br />p~yable, shall be divided into a number of installments <br />such that the last install~,ent thereof will-be payable not <br />~ore than 30 years ~fter the levy of the assessment. All <br />assessments shall bear interest at such rate sS the <br />resolution deter~ines~ not exceeaing'ei~ht'pe~cent <br />snnu~, except that the rate may in-~ny e~ent equ~[ the <br />average annual interest rate on ~onds issued to finance the <br />improvement for ~hich the assessments are lev~ed.
