Gamec <br />Mayor, City of P~msey <br />5810 Neon Street <br />Anoka, Minnesota 55303 <br /> <br />Re: Request for Grant Study on Relocating Airport in City of Ramsey <br /> <br />Dear Mayor Gamec: <br /> <br />I have been asked, as the Regional Airport Engineer for your area, to respond <br />to your letter of April 11, 1980. <br /> <br />We have reviewed your request for State participation in an airport site <br />planning study for the City of Ramsey and generally find it acceptable. <br />We would recommend the study be divided into two phases. The first phase <br />would be a preliminary site selection and the second phase a detailed analysis <br />of the site selected. We feel it is necessary to expand the work scope to <br />study more than one site for the following reasons: <br /> <br />1. In the preparation of an Environmental Impact Statement, it would be <br /> difficult to answer any opposition to the site if only one site has <br /> been studied. <br />2. If the proposed study concluded that development of the site mentioned <br /> in your letter would not be feasible, the City would, in effect, be left <br /> without a potential site. <br /> <br />Phase 1 (preliminary site selection) could include a survey of any site that <br />will accomodate the size of airport the City is planning to construct and a <br />review of economiqs, environmental concerns, and the City's long-range plans <br />for the most promising sites. <br /> <br />Phase 2 of ~he study could proceed with the four tasks mentioned in your letter. <br />~ley are as follows: <br /> <br />1. The preparation of a topographic survey of the alternative-airport site to <br /> establish horizontal and vertical ground control. <br />2. The preparation of a schematic Airport La~out Plan illustrating and docu- <br /> menting the ability of the alternative site to accommodate the facility <br /> requirements in accordance with current State and Federal standards~ <br />3. l%e preparation of a conceptual land use plan for the proposed layout plan. <br />4. ~]e preparation of the Alternative Site Study Report (25 copies) to present <br /> and summarize the findings and recommendations. <br /> <br />We are prepared to assist in funding the above study at a rate of 80% State funds <br />and 20% City funds. <br /> <br />An Equal Opportunity Employer <br /> <br /> <br />
