UNIVERSITY OF MINNESOTA

Board of Regents

The Honorable Wenda W. Moore
2727 Dean Parkway
Minneapolis, Minnesota 55416

April 14, 1980

Honorable Thomas Gamec
Mayor, City of Ramsey
15153 Nowthen Boulevard N.W.
Anoka, Minnesota 55303

Dear Mayor Gamec:

Thank you for your letter relative to the funding for the Minnesota
Daily and related matters.

The Board of Regents agrees that the Minnesota Daily should be a
quality student newspaper and that responsible journalism should be taught
by the University. The matter of student fee support for the Daily will
be reviewed by the Regents and a decision on future fees will be made at
the May meeting.

The University does have faculty members who have a wide variety of
political views. This is ~egarded as one of the strengths'of the University,
in that people can read or'listen to a wide range of views and then make-
their own decisions. A University is ~ifferent from private industry in
that an academic institution is considered a setting for testing ideas and
as a place for the exchange of thoughts and ideas, as well as for research
relating to medicine, physics and agriculture and other subjects. In addi-
tion, I am sure that you are aware that freedom of speech is guaranteed by
the U.S. Constitution. One of the goals of higher education is to provide
a broad background for students so that they will be able to select the ap-
propriate values for their life. Good values do not suffer by being sub-
ject to careful examination, but false values and bad ideas do suffer from
such scrutiny, which is why we must permit it to happen.

Thank you for. writing and expressing your views.

Sincerely yours,

Wenda W. Moore
Chairman

/cb

cc:

Arnold L. Cox, Councilman
David Mickelson, Councilman
Gary Reimann, Councilman
Allen Sorteberg, Councilman
