Regular Planning Commission 5. 5. <br /> Meeting Date: 01/05/2017 <br /> By: Chris Anderson, Community <br /> Development <br /> Information <br /> Title: <br /> Consider Concept Plan for Potential Trott Brook Hall Expansion <br /> Purpose/Background: <br /> Representatives of Trott Brook Hall met with City Staff recently to discuss a potential expansion of their building, <br /> which is located at 17301 Nowthen Blvd NW(the "Subject Property"). They did provide Staff with a Concept Plan <br /> for the potential expansion and Staff offered to route it through the Planning Commission for some very preliminary <br /> input/feedback before they incurred more expense in plan development. <br /> Notification: <br /> Notification is not required for review of a Concept Plan. <br /> Observations/Alternatives: <br /> Trott Brook Hall recently acquired the residential parcel to their north and has razed the structure(s) in anticipation <br /> of an expansion of their existing building. Their Concept Plan would include the need to complete a Minor Plat as <br /> they would be expanding the size of their parcel to accommodate their planned building and parking lot additions. <br /> The building addition would be at the north end of the existing building. The expansion would also include <br /> additional parking area north of the building and would result in three (3) access points onto CSAH 5 (Nowthen <br /> Blvd). Should this project move forward, it will require review by the Anoka County Highway Department. <br /> As part of the expansion project,there would be impacts to existing wetlands that most likely will require <br /> mitigation. Again, if the project does move forward, it would be subject to review by the Lower Rum River <br /> Watershed Management Organization(LRRWMO)both for the wetland delineation and wetland impacts, as well <br /> as for the grading activities that would be needed. <br /> Funding Source: <br /> This is being handled as part of Staffs regular duties. <br /> Recommendation: <br /> This is an opportunity for the Planning Commission to provide early feedback on the Concept Plan prior to the <br /> property owner incurring greater expenses for plan design and development. <br /> Action: <br /> No formal action is required. This is an opportunity for the Planning Commission to provide any comments and/or <br /> feedback on the Concept Plan before the property moves into the next stage (plan design/development). <br /> Attachments <br /> Site Location Map <br /> Certificate of Survey of Existing Site <br />
