Enact extra Levies and assessments on <br />property owners who neglect their property. <br />This will encourage them to adhere to the <br />neighborhood's standards. <br />Provide an extra layer of security along <br />the street. Crime prevention and customer <br />security are keys to bringing the shoppers <br />back, so security guards need to be visible <br />but benign, helpful, and unobtrusive. <br />Added police patrols also lend peace of <br />mind for potential retailers and customers, <br />particularly if the area had a bad reputation <br />before redevelopment. But public resources <br />are often stretched thin, and the police alone probably won't be able to solve <br />the problem. <br />If homelessness and drug abuse are problems along the street, work closely <br />with city agencies <br />and neighborhood nonprofit organizations to address them. SociaL services, how- <br />ever, should not be clustered nearby. <br />Work with the city to make sure that street people don't overwhelm the <br />street —although when street people begin moving to the area, it is an indica- <br />tion of success! <br />Security devices such as roll -down metal doors and window grilles should <br />be eliminated or altered so they are see -through and provide visibility to the <br />shop windows. <br />Plan holiday and other special events to give people an extra reason to visit <br />and bond with the shopping district. <br />BID staff stand ready to offer assistance to <br />stranded motorists in Birmingham, Alabama. <br />University City, Philadelphia, Pennsylvania. <br />19 <br />
