If they are self -enclosed fortresses <br />or if they disrupt the retail continuity, they will detract from rather than add to <br />the street. <br />Professional tenants such as doctors and lawyers are very <br />desirable because they steadily attract visitors, employ <br />office staff, and serve neighborhood residents —all of whom <br />are potential shoppers. <br />Civic, cultural, and entertainment anchors attract a high <br />number of visitors and create the possibility for trip chain- <br />ing and multiple purchases along the street. Nighttime uses <br />such as restaurants, theaters, and cinemas can help com- <br />pensate for smaller daytime populations such as office <br />workers. <br />Civic uses should be encouraged because they can be <br />attuned to the neighborhood's demographics. A social <br />security office, community center, youth activity center, <br />or department of motor vehicles branch office serves the <br />neighborhood while adding a steady stream of customers <br />to the street. <br />Educational facilities, such as university satellite cam- <br />puses, should also be encouraged because they bring teach- <br />ers, students, and educational workers to the neighborhood. <br />A bonus is that they fill off-peak parking spaces. <br />Signpost decorations, tree lights, and a han- <br />som cab set the scene for an exciting evening <br />during the winter holiday season. Holiday <br />decorations and festivals are a great way to <br />attract families to a shopping area during the <br />evening hours. <br />As the sun sets, Third Street Promenade in <br />Santa Monica, California, lights up.
