Following is a list of items discussed: <br /> <br />The present contract which expires on October 31, 1981, provides the <br />C~ty with an income of 2.2 Cents per cubic yard. At the time of <br />negotiating the new contract, the City should try and increase its <br />income to 50 cents per cubic yard. <br /> <br />The present contract calls for a topography at the 2½ year and 5 year <br />interval. To my knowledge this has not been.completed. The new con- <br />tra'ct should require for a topography of the site on a yearly basis <br />to assure that-the City is receiving the.appropriate revenue. <br /> <br />The present contract provides for the design and installation of a <br />methane venting system on the westerly perimeter. Plans for the system <br />should be provided by Waste Management of Minnesota, Inc. and an <br />inspection of the system should be made to assure of its installation <br />and operation. <br /> <br />The present contract requires for placement of final cover, seal and <br />seed.ing within 120 days following the final elevation. In reviewing <br />the site last F~iday, we found several areas on the north and west <br />sides of the landfill had depressions in them which would allow for <br />surface water to pond and cause a leaching problem.
