-6- <br /> <br />Ce <br /> <br />decision regarding the extension of urban service to <br />the river corridor and the areas to be served. <br /> <br />For the time being, the plan indicates that the city <br />will permit on-site disposal systems to serve new <br />development. The plan states that on-site systems must <br />meet or exceed the requirements of WPC-40, and <br />development will not be permitted on soils which are <br />unsuitable for on-site systems. There is a map which <br />shows the general suitability of the soils along the <br />river corridor but it is not clear whether these areas <br />are suitable for the development of on-site systems. <br />Critical Area planning standards and the Metropolitan <br />Land Planning Act require that these soils be <br />identified. <br /> <br />The Metropolitan Council's Water Quality Management <br />Plan requires that local communities adopt policies and <br />regulations for on-site systems which meet the <br />requirements of MPCA WPC-40. Ramsey's policy and <br />regulations are consistent with that requirement. <br />However, given the city's proposed densities (minimum <br />lot sizes of 2.5 acres and one acre) the Water Quality <br />management Plan requires the city to adopt additional <br />standards for the management of on-site systems such as <br />installation, maintenance, recordkeeping and remedial <br />action systems including monitoring. Policy 44B and <br />Procedure 10 of the Water Quality-Plan defines the <br />required program. Although the city's plan does not <br />include policies which address these requirements, the <br />city's existing ordinances for septic systems (Chapter <br />150.01) and soils (Chapter 170.04) meet all these <br />requirements and ar.e ~consistent with the Water Quality <br />Management Plan. As indicated earlier, however, the <br />proposed minimum lot sizes are inconsistent with the <br />MetropOlitan Development Framework. <br /> <br />Open space and recreation <br /> <br />The Ramsey plan identifies local, county and state <br />(wayside rest area) public open spaces and generally <br />outlines a dedication procedure for acquiring sites for. <br />public access and public open space. .The islands are <br />recommended for publ'ic open space uses. Mississippi <br />West Park is identified as 'a regional park, but it is <br />not currently part of the regional park system. It is <br />a designated county park. This designation should be <br />clarified in the plan. <br /> <br />Critical Area planning standards and metropolitan plans <br />and policies require each community to pla~ and ' <br />coordinate the local segments of a regional trail <br />system and coordinate this with adjacent'communities. <br />Much of the river bank in Ramsey is undeveloped and <br /> <br /> <br />
