Recommendation #3.8: "County lines should not be <br /> crossed in forming districts unless higher priori%les <br /> necessitate it." <br /> <br />Comment: Anoka and Ramsey are in Anoka County. Champlin <br />is in Hennepin County. Of higher priority here, it seems, <br />is the community of interest between Champlin and Ramsey <br />and the Anoka Freestanding Growth Center. However, as <br />the communities approach the franchising process, steps <br />should be taken to ensure that franchise proposals address <br />the fact that two counties may be involved in governmental <br />and public service programming. <br /> <br />e. Recommendation #3.5:' "School district boundaries should <br /> be considered and (cable) districts should contain one <br /> or more complete districts if possible within the above <br /> framework." <br /> <br />Comment: Ail of Anoka and Champlin and most of Ramsey <br />are contained within District 11. A small portion of Ram- <br />sey is included in District 728. <br /> <br />Notice of this proposal has been sent to adjaCent communities and <br />the Counties of Anoka and Hennepin. No comments have been received <br />to date. <br /> <br />Recommendation <br /> <br />That the Metropolitan Council inform the Minnesota Cable Com- <br />munications Board that it finds no conflict between the pro- <br />posed cable service territory including Anoka, Champlin and <br />Ramsey and relevant plans and reports that the Council has <br />adopted. <br /> <br />lk <br /> <br /> <br />
