U.S. DEPARTr~E OF cor~Ir~IERCE
I~at~onal Oceanic ~ ~tmospher~c ~dm~n~strat~on
NATIONAL ~A/EATHER SERVICE ~-~RE~T OFFIC]~
Federal Aviation Building
6301 34~h Avenue Sou~h
Minneapolis, MN 55450

18, 1980

SUBJECT

: Direct Siren Activation from %he Twin Cities
Weather Service Office

.Effective March 21, 1980, the Weather Service 7-County Siren Activation
Area 6f Responsibility will be reduced' in size. %o ~_he following
dJ3mu~ions (see attached map): EAS~ HALF OF H~NNEPt/~ COlI.~ISf; SOUTHERN
ONE-THIRD OF ANOKA ODO._A~fY; ALT. OF PJ~.~.ISEY ODLRFi~; .%ND, EXTR~E NORTH
C~NT~AL DAKOTA ODUNTY.

%his-new (smaLler)_ area essentially enoompasses the present location of
exisi-.Lng sirens ..in %he METRO WB_~.~ING k~REA, and therefore provides a
muc5 '~ore practical approach to siren warnings. Our criteria for siren
· activation will re.n~{n the san~: Confirmad Tornadoes or Straight Line
Winds of Susts{ned Hurricane Force - 75 ~i~H or greater' (not a 75 ~_~H
GUST) and normally associated with "Downburst" Type %hundershorms, (RARE.).

Hereafter, the remaining portions of ~he 7-County Area will be alerted
by KEC-65 Weather Radio Tone Alert and _N~r~S, as specified in the above
criteria for Warnings. Obviously, the new siren alert area will also
be served by KEC-65 Tone Alert ~nd N~AS. In this regard any existing sirens
outside ~he (inner) M~TR~ Warning System will be activated by responsible
County Officials as their alert plans so specify. --

'I~ne "boSom line" in the new procedure is that the inner n~tro area will
be alerted by siren, as-necessary, and will not be alerted if a tornado
passes through a ~ fringe area of an adjoining Counhy. The old procedure
of turning on the siren for the inner core of the 7-County Area
regardless of where a lornado was sighted caused confusion and drew
constant complaint. Civil Defense Representatives from all 7-Counties
agree on this new procedure and Mm. Howard Strabala, ~.~%ro Region
Em~rge,~Lcy Services Coordinator, has confirmed his full acceptance of
the n~ siren alerting plan.
