Page Three TASK 6 RECOMMENDATIONS -- In this task recommendations for actions will be made which should be taken by the County Board at the time, and during the closure, and post-closure periods at the landfills in order to minimize the risks identified in task 5. Recommendations for immediate action will include the identification of any obvious mistakes in operating or construction procedures that increase the rate or strength of leachate generation as well as information gaps where additional data is needed to define the hydrogeological setting, the degree of leachate migration or the risks to human health or environmental quality. Recommendations for the closure period will likely include closure procedures that should be used to minimize leachate generation and a short term monitoring program that should be carried out to quantify the extent of leachate migration from each site at the closure. Recommendations for the post-closure period will likely include maintenance measures that should be taken to inspect and insure the integrity of the parts of the landfill that are critical to minimizing the release of leachate. Recommendations will also be made regarding monitoring during the post-closure period including sampling locations, parameters and frequencies that will be needed to assess the extent of the risks associated with leachate migration from each facility. Guidelines will be proposed for the interpretation of data from post- closure monitoring period. Each of the tasks identified above will be completed for the four permitted landfills and the hazardous waste pit at the Andover site. The results of this work will be summarized in a report with separate chapters for each landfill and for the hazardous waste pit. An interim draft report will be finalized by June 15, 1980. A final draft report will be finalized by August 1, 1980.
