}~ayor Gamec told ~. Sigafoo that the city had decided that his lot was a <br />buildable lot and therefore he would be assessed twice. He told him that <br />even if the two lots were me~ged, he wou2d still be assessed twice. <br /> <br />No action is needed. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />COMPL&INT FROM ROGER AND JUDY~*YER, 7250 - 17~th AVENUE N.W., REGARDING ADJOINING <br /> <br />PROPERTY ~INTENANCE <br /> <br />Mrs. Judy Meyer was present and asked what the Council is going to do about this <br />matter. She said the resident has not done anything about it. She related <br />to the Council a problem they had one night of someone prowling their property <br />and then hiding in the pines out in back of them. She said she called the police <br />but waited a long time for police to arriYe. <br /> <br />Councilman Cox related that the property owner is willing to do anything. <br /> <br />~ayor G~nec directed the staff to get together with the property owner and see <br />if there is something that can be done. He s~ggested getting two driveways <br />blocked off or putting up "No Trespassing" signs. He told~S. ~eyer that <br />the problem of delay in police arrival she ran into is because the call came <br />in at 4:20 a.m. and the Ramsey police go off duty at 4:00 a.m. and because <br />it wasn't considered urgent, it wasn't taken care of right away. He stated <br />the area needs to be patrolled. <br /> <br />BARTHEL PLAT <br /> <br />City Attorney Goodrich stated that ~lr. Barthel would like to have the city <br />release a letter of'credit in return for the mortgage except for one lot which <br />belongs to another plat. If improvements were not' in by October 1981, the city <br />could initiate action' to foreclose on the mortgage. The city would not issue any <br />building pezvmits in that area and consequently the plat would be froze right <br />where it is. The City Engineer stated the city would be.taking a chance of getting <br />into the land business and there are'35 blocks which the city could spend $155,000 <br />in in~rovements for. Should Mr. Barthel default on the mortgage, the City would <br />have included in the contract that the plat would be vacated.' The city would be <br />second on the mortgage to the person far~ing the land now. <br /> <br />Motion by Councilman Reimaun and seconded by Councilman Cox to direct city staff <br />to work with Mr. Barthel in preparing a contract for his Rum River, 2nd Addition <br />Plat for the council to review and adopt orreject at their next regular council <br />meeting. <br /> <br />MotiOn carried. Voting yes-Mayor Gamec, Councilmen Sorterberg, Reimann and Cox. <br />Voting no-None. <br /> <br />Motion by councilman Cox and seconded by Councilman Reimann to adjourn the <br />meeting. <br /> <br />Motion carried.
