- 2 - <br /> <br />Metropolitan System <br /> <br />The extension to the Rum River is not necessary to serve the Brom and <br />Dunham Oaks subdivisions since service to these developments is <br />provided by the Anoka interceptor at Highway 47. The requested Rum <br />River extension was estimated to cost $602,970 in 1978, which would <br />likely have to come entirely from metropolitan funds. <br /> <br />Issues <br /> <br />In evaluating Anoka's request, three relevant issues should be <br />recognized. <br /> <br />Issue - 1 <br /> <br />The timing of Andover's need for service through the requested Rum <br />River extension, when the extension is connected to the existing <br />Anoka Northeast interceptor. <br /> <br />The Andover Comprehensive Sewer Plan anticipates service to western <br />Andover through the Anoka interceptor. The timing of this service <br />need has definite implications for Anoka's extension request. The <br />attached letter from Chairman Weaver and Andover's response to it <br />indicate Andover does not anticipate the need for service through <br />extensions of the Anoka interceptor until the 1985-1990 time period. <br /> <br />The MWCC 201 Northwest Area Study is currently evaluating metropoli- <br />tan sewer service alternatives for western Andover. In addition to <br />extending the Anoka interceptor to the Anoka Northeast interceptor, <br />the Commission is also evaluating the alternative of serving western <br />Andover through the Coon Rapids °interceptor. The preliminary <br />findings of the 201 study are that service to western Andover will <br />not be needed until after 1985. Furthermore, the projected 1990 flow <br />from western Andover is only .31 mgd, compared to the design capacity <br />of 3.24 mgd for the Rum River extension. <br /> <br />Issue - 2 <br /> <br />If the proposed corridor for the extension to the Rum River is <br />preempted by the construction of local streets and utilities by <br />Anoka, are there alternative locations to build the extension <br />at some point in the future if it is needed to serve western <br />Andover? <br /> <br />Given that Andover's need for metropolitan sewer service to the <br />western portion of the city is 5-10 years away, an analysis was made <br />to determine if there are feasible alternative locations for construc- <br />ting the Rum River extension at a later time. <br /> <br />The attached letter from MWCC staff indicates there is, based on MWCC <br />staff field investigations, a viable alternative corridor for the Rum <br />River extension with comparible costs just south of the currently <br />proposed alignment, and that the long-term availability of this <br />alternative corridor precludes the immediate need for constructing <br />the Rum River extension. <br /> <br /> <br />
