- 3 - <br /> <br />Issue - 3 <br /> <br />It is currently anticipated that almost $20 million dollars in <br />metropolitan funds will be expended prior to 1985 to provide <br />metropolitan service for Champlin, Anoka, Brooklyn Park and <br />Ramsey. This funding will finance the construction of the lower <br />CAB interceptor (Sections B-1 through C-7, plus C-14 and C-16) at <br />an estimated cost of $13.3 million; the Anoka leg of the CAB <br />interceptor (Section A-7) at $4.2 million (in the 1980 Capital <br />Budget); plus the cost of phasing out or expanding the Anoka <br />plant. Since it will be necessary to incur these costs to meet <br />near term needs; costs associated with longer term needs should <br />be deferred. <br /> <br />Conclusions <br /> <br />The Rum River extension is not necessary to 'provide service to <br />the Brom and Dunham Oaks subdivisions because these areas can <br />be served by a local collection system connecting to the Anoka <br />interceptor at Highway 47. <br /> <br />The construction of the Rum River extension at this time will <br />permit Anoka to serve a limited number of homes in the Dunham <br />Oaks subdivision without a lift station, thus lowering Anoka's <br />cost. <br /> <br />Andover's planned need for possible service through the Rum River <br />extension is beyond 1985. <br /> <br />The MWCC 201 Northwest Area'Study has tentatively determined that <br />the Rum River extenstion and its eventual extension to the <br />existing Anoka Northeast interceptor is the most cost-effective <br />alternative of serving western Andover, but after 1985. <br /> <br />Se <br /> <br />There are viable, long-term alternative corridors for the Rum <br />River extension if it is not constructed at this time, and its <br />currently proposed corridor becomes occupied by Anoka's local <br />streets and utilities. <br /> <br />Major metropolitan investments are already being programmed to <br />meet the short-term needs in the CAB service area. <br /> <br />Planning to meet the longer term needs is underway, with a <br />decision for future service possibly being reached in 1981. <br /> <br />Recommendations <br /> <br />That the Metropolitan Council not consider amending the 208 Water <br />Quality Plan to include the extension of the Anoka interceptor <br />from Highway 47 to the Rum River at this time because the <br />immediate need for the extension cannot be demonstrated. <br /> <br />That the determination of the need and timing for the extension <br />of the Anoka interceptor from'Highway 47 to the Rum River be <br />addressed when the facii~ity to serve western Andover is needed. <br />This timing should be indicated in Andov~'s comprehensive plan <br /> <br /> <br />
