TO:

FROM:

SUB J:

DATE:

Mayor and City Council

City Assessor

May Report

May 22, 1980

Not much to report other than the ~80 assessment is completed and
the Board of Review will be completed after tonight. Comparing
my values with the Marshall Swift manual which is used by all
County Assessors and all other local Assessors through~ut the -
County, on commercial and industrial property, I show about a
30% lower value than any other location in the County. This dif-
ference should more than justify the comparison in location. The
rates of comparison is very close to each property I compared.
With this in mind, I wouldn't be in favor of lowering any values
other than rental property with some vaca~.cy percentage to take
into consideration and some home sites in this area. Lowering'
the valuation at this time, could cause an-increase in mill rate
which wouldn't give the tax payers any tax brea~ what so ever.

The change in tax laws should give the tax payer a break rather
than lowering the valuation which is already on the low side.

According to the 1980 house sales, and surprisingly there are quite
a few, values have gone up considerably. What percentage of raise
we will be using hasn't been established yet at thi's time.

I purchased the material for my book case from Rum River Lumber. I
have the book case built but haven't had a chance to put some finish
on it. I should have it completed by the end of the week.

The City car is running, but how much longer no. one knows. It's in
pretty rough shape, and I don't use it any mDre than I have to.

This concludes my report.
Submitted by,

Les Wirz, City Assessor ~
