TO: <br /> <br />FROM: <br /> <br />SUB J: <br /> <br />DATE: <br /> <br />Mayor and City Council <br /> <br /> City Assessor <br /> <br /> May Report <br /> <br /> May 22, 1980 <br /> <br />Not much to report other than the ~80 assessment is completed and <br />the Board of Review will be completed after tonight. Comparing <br />my values with the Marshall Swift manual which is used by all <br />County Assessors and all other local Assessors through~ut the - <br />County, on commercial and industrial property, I show about a <br />30% lower value than any other location in the County. This dif- <br />ference should more than justify the comparison in location. The <br />rates of comparison is very close to each property I compared. <br />With this in mind, I wouldn't be in favor of lowering any values <br />other than rental property with some vaca~.cy percentage to take <br />into consideration and some home sites in this area. Lowering' <br />the valuation at this time, could cause an-increase in mill rate <br />which wouldn't give the tax payers any tax brea~ what so ever. <br /> <br />The change in tax laws should give the tax payer a break rather <br />than lowering the valuation which is already on the low side. <br /> <br />According to the 1980 house sales, and surprisingly there are quite <br />a few, values have gone up considerably. What percentage of raise <br />we will be using hasn't been established yet at thi's time. <br /> <br />I purchased the material for my book case from Rum River Lumber. I <br />have the book case built but haven't had a chance to put some finish <br />on it. I should have it completed by the end of the week. <br /> <br />The City car is running, but how much longer no. one knows.
