TO: Mayor and City Comncil <br /> <br />FROM: ~City Administrator <br /> <br />RE: Staff Report <br /> <br />1) General - City office is very busy in preparing the paper work <br />generated by the Council meetings, public improvement projects and zoning <br />problems. The Coomcil also is requesting a lot so the City office is <br />very busy. Frankly, I don't see a let up in work. There are major <br />tasks that should be addressed but may not be addressed because of the <br />lack of think tank time that will be needed to lay out a course of <br />action. These areas fall in the following categories: <br /> <br />a) Drainage study - Reacting to the drainage study which <br />we currently don't have any maintenance policy on as of this <br />date. <br /> <br />b) Legislation - We should be preparing legislation for the <br />new legislative session. Council and the business community <br />indicated Thursday night, May 22, 1980, how upset they were <br />with the present tax laws in that they were inflexible to <br />current economic conditions. The Council also indicated <br />they were upset with the area wide tax. We'also indicate we <br />are very upset with th~ distribution of State aids. If we <br />want to change things, .we are going to have to start now laying <br />out what we want as legislation as this is the hard part. <br /> <br />c) Planning and Zoning - We pretty well addressed this at <br />the Council meeting of May 19, 1980, which is staff will only <br />get involved if a complaint is received at City Hall. Handl- <br />ing this type of zoning control is about what we are able to <br />handle anyway. <br /> <br />d) Policy procedmre/updating ordinance - Preparing a policy <br />procedure for the City and reviewing and updating' of City <br />Ordinances to better meet its needs. <br /> <br />e) Capital Improvement - Budget Planning - This is going to <br />be a critical year for this because it is going to have such <br />a big impact on R~mseys future. Consequently, this is not <br />going to be an easy job. <br /> <br />2) Capital Improvement - Budget Planning - This is going to be a critical <br />year for this as we will be submitting o~r Comprehensive Plan. F~rther, <br />it-will have a lot of bearing on our portion of the CAB interceptor. There <br />is a question mark as to how much time we can dedicate to it. <br /> <br />LGS:sb <br /> <br /> <br />
