D.C. 20233

OFFICE OF THE DIRECTOR

OF COMMERCE

FROM THE DIRECTOR
BUREAU OF THE CENSUS

The 1980 Census of Population and Housing is well underway throughout
the United States. Census questionnaires are being collected and
are undergoing initial processing in 409 census district offices
around the country. As a result, unofficial counts of population and
housing for your government Jurisdiction will soon be compiled.

As part of the Census Bureau's commitment to a complete and accurate
census count, the Local Review Program is being implemented. This program
is a cooperatiye effort between local governments and the Census Bureau,
involving the review of the population and housing counts by a "liaison"
person designated by the participating local government. The review will
take place while the census district offices are still open and able to
investigate problems brought to their attention bylocal officials.

In 1979, the Census Bureau mailed to all general governments, a "Local
Review Program Information Booklet" and a '1980 Census Local Review
Program Technical Guide." These two booklets provided general information
on the program and technical guidance on how to prepare for and participate
in this program. In February 1980, the Census Bureau introduced modifications
to the Local Review Program. The changes were briefly summarized in a
notification letter sent on March 3, 1980, to local government officials.

The enclosed material provides more detailed information regarding the Local
Review Program, and supersedes the booklets mailed in 1979. This information
is being provided in advance of your receiving the census counts to assist
in the preparation for local review.

Enclosed with this letter are:

A "1980 Census Revised Local Review Program Information Booklet"
(Form D-77) which gives a complete description of the Local
Review Program as revised, and offers guidance on how to use locally
available data in your review.

2.
