Councilman <br />its adoption: <br /> <br />introduced the following resolution and moved for <br /> <br />RESOLUTION 80- <br /> <br />RESOLUTION STATING THE CITY OF RAMSEY'S POSITION ON THE UNFAIRNESS <br />OF THE STATE TAX STRUCTURE ON COMMERCIAL AND INDUSTRIAL BUILDINGS <br />AND LAND AND BARE PLATTED LAND (RESIDENTIAL, COMMERCIALAND INDUSTRIAL <br />LOTS) <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, <br />State of Minnesota feels that the present laws governing real estate tax <br />valuation and how it is established is unfair and also how it is applied <br />to commercial and industrial facilities and bare residential, commercial, <br />and industrial platted lots, <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, <br />State of Minnesota, feels taht the present laws are not flexible enough <br />to react to current economic conditions, and <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, <br />State of Minnesota, feel that the area wide tax applied to commercial and <br />industrial facilities is extremely unfair in the outer tier suburbs where <br />no benefits are drived such as sewer, transportation, etc. <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, <br />State of Minnesota, at the Board of Review meeting of 1980, the business- <br />men of this community pointed out how in these inflationary/recessionary/ <br />stag flationary period the state laws establishing the principles used to <br />create market valuation on commercial and industrial buildings and land <br />and bare platted land (commercial, industrial and residential) creates <br />unreasonably high market values on properties in the small business man's <br />world. This is putting him either out of business or stopping him from <br />expanding. <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, <br />State of Minnesota, in a thorough review of how the assessors arrive at <br />the market valuation of real estate propeFty that the State laws that es- <br />tablished the assessing procedures has determined are not in step with <br />the fast moving economic situation that confronts us. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF RAMSEY, CITY OF RAMSEY, <br />ANOKA COUNTY; STATE 0FMffNNESOTA, as follows: <br /> <br /> 1) The City Council hereby directs the City Assessor <br />of the City of Ramsey to reduce the land and building valuation established <br />for 1980 back to the 1979 valuation on the following types of land/building/ <br />bare land: <br /> <br />a) Commercial buildings and land <br />b ) Industrial buildings and <br /> <br /> <br />
