Voting no-
Councilman Sorteberg, Reimann and Cox.

Mr. Ken Peterson said hopefully, by the end of June, the Comprehensive Plan
would be done. ~ The ordinances have to be changed and they are working on
capital improvements.

City Administrator Schnelle said the city is not going to get sewer in the
industrial areas if the Comprehensive Plan did not get done.

The Council set a target date for the first meeting in June to have the
Comprehensive Sanitary Sewer Plan incorporated into the Comprehensive Plan.

Mayor Gamec asked what the dimensions for the bicycle right-of-ways were.

City Engineer said he recommended 6', but he thought they were 4'.

City Engineer Raatikka said in regards to the statement about the septic
tanks in the'ComprehensiVe Plan, there has been 150 failures since 1976 and
he said he would ~ike the statement rephrased to reflect these failures.

The meeting recessed at 9:10 p.m.

The meeting was called back to order at 9:30 p.m.

2) Ramsey Landfill

Mayor Gamec asked if it is the general consensus of the Council to forget
the Ramsey Landfill Advisory .COmmittee.

Councilman Cox said he didn't think the city should forget about the committee,
but he thought the council should get two or three names and go from there.
He suggested advertising for committee members.

It was the general consensus of the council to advertise for members to be
on the Ramsey Landfill Advisory Committee.

City Attorney Goodrich said he talked to Mr. Don Otter of Waste Management
on Friday, May 23, 1980 and told him about the 25¢ rate increase the city
wanted and.the reasons. He said Mr. Otter ~ants to find out what the city's
intentions are for the next two years and he wants to see just what his
violation of the contract is. .Mr. Goodrich said he went over the contract
between Anoka and Ramsey because the contract between Waste Management and
Ramsey does not specifically deal with the running and maintenance of the
business, and he is'having a difficult time saying that there is a violation
of contract with Waste Management. Mr. Otter wants to take this violation
back to his lawyer for his opinion. ~ Mr. Otter has a letter from the county
saying he was not in violation of the contract. Mr. Goodrich said he went
over the city's contract and there is ~othing in it that talks about it,
but it is in the Anoka contract.

C/May 27, 1980
Page 5
