Mr. Johnson said it really isn't going to be needed until the land to the <br />north is developed. <br /> <br />Kathy Schneider said without the turnaround, the developers must make sure <br />no houses have driveways facing Iodine Street. <br /> <br />Mr. Johnson expressed his concerned that the City Council may require a <br />Public Hearing. <br /> <br />Kathy Schneider said the commission will recommend no public hearing to the <br />City Council and then it is up to them to decide. <br /> <br />City Administrator Schnelle explained that the special assessments should <br />be paid for those five lots (2% acres) and he said there is a pending assessment <br />on this land which Mr. Johnson may not be aware of. <br /> <br />Ben Deemer said there is five lots that could be developed and the original <br />seller is liable for the assessments. <br /> <br />Mr. Johnson said he would like to enter condern that they only pay for assessments <br />of property that they own. Sylvia Carter owns the land ~o the south and the <br />land to the north. <br /> <br />Motion by Ben Deemer and seconded by Ron West to-approve the Meadowbrook <br />Estates Revised Preliminary Plat!~subject to the City Engineer's recommendations <br />that a variance be granted from Article 170.038C 7 of the City Code for the <br />excess length of the 172nd Ave. N.W. temporary cul-de-sac, that construction <br />specifications be completed and the temporary turnaround be enlarged prior <br />to final plat approval and that the developer pay the-park fee in lieu of <br />park dedication, and that Iodine Street be completed to city specifications <br />with a paved straight stub to the property line with no cul-de-sac and that <br />no houses fronting or accessing on the Iodine Street'stub, and that the <br />pending assessment issue be· resolved with the city council. <br /> <br />Motion carried 6-0. <br /> <br />The meeting recessed at 8:45 p.m. <br /> <br />The meeting was called back to order at 8:55 p.m. <br /> <br />3. Economic Development Committee Recommendations to,Consider Ordinance <br /> <br />.~hanges As They Related to House and Garage Size Requirements. <br /> <br />Mr. Roger Erickson of Carson Homes, InT. representing the Economic Development <br />Committee was present to make a presentation of their recommendations <br />of smallDr type housing in Ramsey and Planning & Zoning Commissioner <br />Ron West assisted him in the presentation. <br /> <br />Ron West said that single family homes were their main concern, but at <br />the same time, they are proposing doubles and zero lot lines for the future. <br />He said their letter explains the findings that the subcommittee came up with <br />in regards to the size they are proposing and this letter was given to <br />the Mayor and city council who gave them the go ahead to make their presentation <br />to the P & Z Commission, to have a public hearing and to bring results back <br /> <br />P & Z Regular Meeting Page 4 6/2/80 <br /> <br /> <br />
