Councilmember Kurak introduced the following resolution and moved for its adoption: RESOLUTION #04-06-162 A RESOLUTION ADOPTING FINDINGS OF FACT #0679 RELATING TO REQUEST TO ALLOW FOR OUTDOOR STORAGE AS A PRINCIPAL USE ON PARCEL ZONED E-1 EMPLOYMENT A A WHEREAS, Nohad Loabnch, of Metro Environmental Site Services, hereinafter referred to as "Applicant", has properly applied to the City of Ramsey (the "City") for an interim use permit for outdoor storage as a principal use on the property legally described as follows: Lot 2, Block 1, West Ramsey Industrial Park, Anoka County, Minnesota (the "Subject Property") NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 9.03.04 of the Ramsey City Code on June 3, 2004, and that the public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. 2. That the Subject Property is zoned E-1 Employment; the adjacent parcels are zoned E-I, B-2, and Planned Unit Development (Northfork). 3. That the Subject Property is approximately 2 acres in size. 4. That City Code states within the E-1 Employment District open and outside storage is permitted as a principal use upon the issuance of a conditional use permit by the City. That the Applicant purchased the subject property to facilitate storage of three (3) construction boxes and three (3) construction trailers that are utilized as part of the operation of Metro Environmental Site Services, Inc. o That the Applicant applied for an interim use permit based on the fact that Metro Environmental Services does not intend to utilize the property for outside storage as a principal use for the life of the property. 7. That the Applicant is requesting the interim use permit be granted for a period of four years, commencing on date of approval and ending July 1, 2008. 8. That the Planning Commission reviewed the request on June 3, 2004 and recommended the City Council approve the request with a two year term limit. 9. That the proposed use will not adversely impact traffic in the area. 10. That the proposed use will not be dangerous or detrimental to persons residing or working in the vicinity of the use or to the public welfare.
