Councilmember Kurak introduced the following resolution and moved for its adoption: <br /> RESOLUTION #04-06-162 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0679 RELATING TO <br />REQUEST TO ALLOW FOR OUTDOOR STORAGE AS A PRINCIPAL USE ON <br />PARCEL ZONED E-1 EMPLOYMENT <br /> <br />A <br />A <br /> <br /> WHEREAS, Nohad Loabnch, of Metro Environmental Site Services, hereinafter referred <br />to as "Applicant", has properly applied to the City of Ramsey (the "City") for an interim use <br />permit for outdoor storage as a principal use on the property legally described as follows: <br /> <br />Lot 2, Block 1, West Ramsey Industrial Park, Anoka County, Minnesota <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br /> to Section 9.03.04 of the Ramsey City Code on June 3, 2004, and that the public hearing was <br /> properly advertised and that the minutes of said public hearing are hereby incorporated by <br /> reference. <br /> <br />2. That the Subject Property is zoned E-1 Employment; the adjacent parcels are zoned E-I, B-2, <br /> and Planned Unit Development (Northfork). <br /> <br />3. That the Subject Property is approximately 2 acres in size. <br /> <br />4. That City Code states within the E-1 Employment District open and outside storage is <br /> permitted as a principal use upon the issuance of a conditional use permit by the City. <br /> <br />That the Applicant purchased the subject property to facilitate storage of three (3) <br />construction boxes and three (3) construction trailers that are utilized as part of the operation <br />of Metro Environmental Site Services, Inc. <br /> <br />o <br /> <br />That the Applicant applied for an interim use permit based on the fact that Metro <br />Environmental Services does not intend to utilize the property for outside storage as a <br />principal use for the life of the property. <br /> <br />7. That the Applicant is requesting the interim use permit be granted for a period of four years, <br /> commencing on date of approval and ending July 1, 2008. <br /> <br />8. That the Planning Commission reviewed the request on June 3, 2004 and recommended the <br /> City Council approve the request with a two year term limit. <br /> <br />9. That the proposed use will not adversely impact traffic in the area. <br /> <br />10. That the proposed use will not be dangerous or detrimental to persons residing or working in <br /> the vicinity of the use or to the public welfare. <br /> <br /> <br />
