EDA CASE # <br /> <br />MAKEN PROPERTY FEASIBILITY STUDY <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />In 1996, the City, along with Anoka Electric Cooperative, (AEC), was in the process of <br />discussing the purchase of a 56.7-acre parcel of property described as the Royal Concrete <br />property owned by L.W. and Diana M. Makens (map of property attached), which is an area to <br />the southwest of AEC Energy Industrial Park. It is staff's understanding that due to significant <br />turnover in City staff and AEC staff, negotiations broke down. A great deal of interest in the <br />property surfaced early in 1999 as to potential industrial users, who could possibly use the <br />property for rail access and a suggestion was made to proposed a city rail industrial park on the <br />site. The City Council authorized staff to hire the firm of Richards, Richter & Associates, Inc. <br />(RRA) to provide professional consulting services that specialize in comprehensive project <br />management, analytical services, inter-governmental coordination, and strategic planning. RRA <br />was directed to perform a study of the Maken property to provide an assessment of the property, <br />develop cost projections, and tax revenue consequences. The feasibility study has now been <br />completed. <br /> <br />Attached to this case is a draft memorandum from Kathie Doty of RRA providing the City with <br />her involvement with the Maken property. Staff directed Doty in December to expand the <br />project to include the property located south of Mate Precision Tooling, known as the Sauter <br />property. The Sauter property has been included in the feasibility study as part of this proposed <br />redevelopment project.
