City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE: (763) 427-1410 FAX (763) 427-5543
TDD (763) 427-8591

Memorandum

Date: September 22, 2000

To: James E. Norman, City Administrator

From: Sean Sullivan, TIF Specialist ~,5

Subject: Sewer and Water Western Extension Feasibility Study

This analysis was prepared to assist the City of Ramsey in evaluating the feasibility of
constructing City Sewer and Water services to the west border of the city. Various
landowners have expressed interest in expediting development upon the completion of
sewer and water services to the western border of Ramsey. Certain types of development
strategies were used based on approval and/or guidance by the individual landowners and
developers. 'This study compares the cost of construction against the revenues generated
by prospective development along the Highway 10 Corridor.

Extension Costs '

The estimated cost of constructing City Sewer and Water trunk services from Ramsey
Boulevard to the western border of Ramsey along the Highway 10 corridor is $6,386,700.
This estimate was made by City engineering staff based on the Sanitary Sewer
comprehensive plan and has been adjusted to accommodate increased use. (See Attached)

Revenue Generated

Users of the newly provided service will generate s'ignificant revenue. Usage rates for
Townhouses are based on 15,000 gallons per quarter of both Sewer and Water services.
C/I usage rates are 1000 gallons per day per acre and are within the Sanitary Sewer
Comprehensive plan estimated rates. Based on these assumptions, the new development
on the western extension would generate $742,372 of revenue per year (See Table Next
Page)
