CASE <br /> <br />RECEIVE REQUEST FOR PERSONAL COMMUNICATION TOWER IN SHAWN <br />ACRES PARK <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On July 10, 2000, the Planning Commission will have held a public hearing to construct and <br />operate a personal communication service (PCS) tower at 17421 Chameleon Street N.W., known <br />as Shawn Acres Park. <br /> <br />In addition to responding to specific concerns from the neighborhood, the commission will have <br />examined the appropriateness of the setbacks, the height, and overall design and site plan as part <br />of the conditional use process. <br /> <br />Observations: <br /> <br />The Park Commission's role in this matter would seem to entail the following questions: <br /> <br />1. Is Shawn Acres Park a suitable public space for a tower? <br /> <br />City code states under special requirements relating to City owned property; <br /> <br /> Parks. The presence of certain wireIess telecommunication antennas or towers <br />represents a potential conflict with the purpose some City owned parks. Wireless <br />telecommunication antennas or toWers will be considered only in the following parks after <br />the recommendation of the Park and Recreation Commission and approval of the City <br />Council: <br /> <br />(a) Public parks of a sufficient scale and character that are adjacent to an existing <br /> commercial or industrial use; and <br />(b) Park maintenance facilities <br /> <br />2. If the answer to the above is yes, does the net value to the park system out weight any <br /> negatives of a tower in the park? <br /> <br />The annual lease rate will result in $12,000 available for the Park Trust Fund. <br /> <br />3. Is the proposed landscaping adequate and what is the frequency and level of <br /> maintaince? <br /> <br />The Commission could also require lot line plantings in addition to screening around the <br />fence enclosure. <br /> <br /> <br />
