development aspects relating to the townhomes and twinhomes such as architectural standards,
off-street parking, structure setbacks, landscaping, etc., as part of the rezoning process.

Based on the discussion at the March 20, 2000 Planning Commission meeting, the developer has
created 4 street layout options for the property. Option 1 is the original street layout with Barium
and Argon Street extending through the development. There would be one private street in this
option. Option 2 would turn Argon Street into a cul-de-sac and the only through street would be
Barium Street. There would also be a private street in this option. Option 3 would make Barium
Street a one-way going south to Dysprosium Street. Argon Street would be a dead-end from the
existing Flintwood Development. All the other roads contained in this option would be private.
Option 4 would' create a cul-de-sac off of Dysprosium Street, with private streets feeding off of
the cul-de-sac to serve the development; Argon and Barium would be dead-ends in the Flintwood
Developments.

On March 28, 2000, Mr. Bulow attended a City Council worksession to get their opinion of the
street configurations. The Council discussed the overall density of the project and decided that
they could not initiate discussion on the street layout until the density issue is resolved. The
Council asked that Mr. Bulow return to another City Council work session to discuss the project.
In the mean time, Mr. Bulow would like the Planning Commission to review and comment on
the 4 street options.

Recommendation:

City Staff recommends that the Commission provide input regarding the favored street option.

Commission Action:

Will be based on your discussion.

Reviewed by:
Community Development Director
Community Development Assistant
