CASE # <br /> <br />REQUEST TO REZONE PROPERTY FROM B-1 AND B-2 BUSINESS TO PLANNED <br />UNIT DEVELOPMENT; CASE OF MALLARD PONDS <br /> By: City Planner, Anita Rasmussen <br /> <br />Background: <br /> <br />Chris Bulow is requesting a rezoning of property proposed to be platted as Mallard Ponds to <br />facilitate the development of detached townhomes, twinhomes and a future apartment complex. <br /> <br />Observations: <br /> <br />The property is 16.67 acres in size and is within the Metropolitan Urban Service Area (MUSA). <br />The preliminary plat accompanying the application proposes to develop the entire parcel with 17 <br />detached townhomes, 40 twinhomes and a future apartment complex. The adjacent parcels to the <br />north and west (Flintwood Hills 2nd --5th Addition) are zoned Planned Unit Development. The <br />parcels on the east are zoned B-1 Business. The Comprehensive Plan Draft dated December <br />12/21/99, designates this area for high density residential according to the Future Land Use Map. <br />This category includes housing developments with a maximum density of 15 units per net acre <br />and includes housing units such as townhomes, condominiums and apartments. <br /> <br />City staff has reviewed the landscaping plan and has recommended increasing the number of <br />plants species that have a high success rate in Ramsey, as well as increasing the number of trees <br />for screening in the northern portion of the property. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Property Notification Map <br />c) Proposed Plat and Floor Plans <br />d) Preliminary Plat/Site Plan Review letter dated March 15, 2000 <br />e) Proposed Findings of Fact <br />f) Proposed Ordinance <br /> <br />On March 6, the Commission continued the request for rezoning to a special meeting on March <br />20, along with the request for preliminary plat approval. On March 20, the Commission tabled <br />both cases and requested that the Developer explore other options for the street layout. <br /> <br />On March 28, the developer attended a City Council Work session to obtain their input to the <br />street layout options prior to going back to the Planning Commission. The Council discussion <br />also focused on the density and the developer was asked to attend the next Council work session <br />to resume discussion of density and street layout. <br /> <br />Recommendation: <br /> <br /> <br />
