CASE <br /> <br />REVISIT REQUEST FOR PRELIMINARY PLAT APPROVAL OF VALLEY VIEW; <br />CASE OF PHILIP JOHNSON <br /> By: Megan Barnett, Community Development Assistant <br /> <br />Background: <br /> <br />As you may recall, Philip Johnson was before the Planning Commission on April 4 requesting <br />preliminary plat approval to plat two (2) existing homes on 38.7 acres in the rural residential <br />district into four (4) single family lots. (Mr. Johnson recently sold his home on what is shown as <br />Lot 4 and built a new home on what is proposed as Lot 1). The property is located North of Green <br />Valley Road on the West side of 178th Lane NW. <br /> <br />Subsequent to the Planning Commission meeting, the applicant submitted a revised preliminary <br />plat to comply with the County's request for an additional 27-feet of right-of-way for County Road <br />#63 and dimensions were noted around all of the delineated wetlands, as requested by the City <br />Engineer. <br /> <br />The Park Commission reviewed the plat for park dedication requirements at their regular meeting <br />in April. The Park Commission voted unanimously to take a cash payment for both park dedication <br />and trail fees for the new home on Lot 1 and the two (2) new lots being created (2 and 3). <br /> <br />The Board of Adjustment approved the request for variance from minimum lot width and size <br />requirements on April 4, 2000. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed Preliminary Plat <br />City Staff review letter dated March 30, 2000 <br />Planning Commission Meeting Minutes dated April 4, 2000 <br />Board of Adjustment Meeting Minutes April 4, 2000 <br />Draft City Council meeting minutes dated April 25, 2000 <br /> <br />Observations: <br /> <br />At the City Council meeting on April 25, there was a discussion similar to that of the Planning <br />Commission on April 4. The issue of whether or not 178th Avenue N.W. should be extended to the <br />westerly limits of Mr. Johnson's plat to facilitate future development to the west was discussed.' It <br />was noted that the area north of the County ditch on the parcel to the west contains marginal soils, <br />but is not known for sure how many, if any, developable sites there may be that would benefit from <br />the westerly extension of 178th. <br /> <br /> <br />
