PROPOSED ORDINANCE TO ESTABLISH <br />DENSITY STANDARDS FOR NEW RESIDENTIAL DEVELOPMENT <br />ADJACENT TO EXISTING SINGLE FAMILY DEVELOPMENT <br /> By: Community Development Director Sylvia Frolik <br /> <br />CASE #: <br /> <br />Background: <br /> <br />As the Planning Commission is aware, various parcels of land were determined to be land use <br />sensitive and were placed in moratoriums while the City worked on the new Comprehensive <br />Plan. In addition, the Zoning and Subdivision Chapter of City Code has not been updated to <br />implement the Comprehensive Plan being considered. <br /> <br />Observations: <br /> <br />A very important aspect of the draft comprehensive plan is that language which would establish <br />density standards for new development abutting existing development. It will take many months <br />to update the Zoning and Subdivision Chapter and in the interim, the moratorium is expiring on <br />various parcels. A draft ordinance is enclosed for review. It proposes that the density on the <br />common border between new and existing development be equal or less than the existing <br />density, but the minimum lot size will not be greater than 1 acre. The remainder of the newly <br />developing property within 1,000 feet of the common border with existing development shall be <br />restricted to a density of 2 units per acre. New development will also be subject to a traffic <br />generation analysis. <br /> <br />Recommendation: <br /> <br />The City Attorney is recommending that the current Zoning Chapter be amended to establish <br />density performance standards for new residential development adjacent to existing single family <br />development as soon as possible. The City Council reviewed the proposed ordinance on June 13 <br />and directed City Staff to schedule it for a public hearing at the July Planning Commission <br />meeting.
