CASE <br /> <br />PROPOSED ORDINANCE TO ESTABLISH MAINTENANCE REQUIREMENTS FOR <br />INDIVIDUAL SEWAGE DISPOSAL SYSTEMS (ISTS) <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />As you may know, one of the outstanding issues relating to Metro Council determination of <br />completeness of Ramsey's draft Comprehensive Plan is a managed maintenance program for <br />individual sewage treatment systems (ists's) in accordance with Minnesota Rule 7080. <br />Specifically, it is being requested that the City update the sewage disposal ordinance to require <br />monitoring of all ists's every three years and notifying homeowners of the requirement. <br /> <br />Observations: <br /> <br />The City Attorney and the Community Development Director have again studied the Minnesota <br />Rule 7080. It appears we are dealing with two issues: maintenance assessment and compliance <br />inspections. <br /> <br />Compliance Inspections are required for new construction, replacement or repairs of ists's and at <br />point of sale of property containing an ists. These compliance inspections must be performed by <br />a certified inspector. The City currently has this requirement in City Code and is administering it <br />accordingly. <br /> <br />Rule 7080 also requires that ists's have a maintenance assessment every 3 years and these can be <br />performed by the homeowner. Consequently, staff has drafted an ordinance amendment that will <br />establish that maintenance assessments of ists's are required at least every 3 years and an annual <br />reminder of this requirement will be published in the City Newsletter. <br /> <br />In addition, the City currently requires pumpers to submit a list of addresses where the ists's <br />have been pumped and that information is maintained in the computer and the property files. <br />The proposed ordinance would affirm the pumping records procedure. <br /> <br />The City Council introduced this ordinance on June 13 and adopted it on June 27. The ordinance <br />will be forwarded to Metro Council and hopefully the comprehensive plan submittal will be <br />determined complete and the 60 day clock will commence. <br /> <br />Recommendation: <br /> <br />This is for information purposes only. <br /> <br />Commission Action: <br /> <br />None. <br /> <br />PC: 07/10/00 <br /> <br /> <br />
