CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A PERSONAL <br />COMMUNICATION SERVICE TOWER; CASE OF U.S. WEST WIRELESS <br />By: Community Development Intern Alex Blackburn <br /> <br />Background: <br /> <br />The City has received an application from U.S. West Wireless to construct and operate a personal <br />communication service (PCS) tower at 17421 Chameleon Street N.W., commonly known as <br />Shawn Acres Park in Shawn Acres which is owned by the City of Ramsey. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Written description of proposal from US West dated 06/15/00 <br />c) Photos of monopole and equipment cabinets <br />d) Coverage, Capacity and Interference Letters <br />e) FCC License/Technical Data Sheet <br />f) Site plan consisting of 5 sheets <br />g) Construction Plans consisting of 9 sheets <br />g) Proposed findings of fact <br />h) Proposed conditional use permit <br /> <br />Notification: <br /> <br />State law requires that properties within 350 feet of the subject property be notified of the public <br />hearing. Staff attempted to notify properties within 500 feet of the public hearing pertaining to <br />the request. <br /> <br />Observations: <br /> <br />The applicant is proposing to lease a 26' x 20' site on the 4-acre parcel for the construction and <br />operation ora 150-foot monopole telephone tower. Equipment cabinets will be located in a 9.5' <br />x 2.5' area on the south side of the tower base. There is little existing tree cover in the proposed <br />vicinity of the tower base and the Applicant is proposing to install security fencing and additional <br />plantings for screening. The landscape plan will be reviewed by the Park Board. <br /> <br />City Code restricts tower heights in Residential districts to 75 feet. It also states that City <br />Council may increase the height if it is needed to accommodate a second user and the <br />surrounding topography, structures, vegetation and other factors make the height limit for a <br />complying tower impractical. The Applicant has designed the proposed tower to accommodate 2 <br />other users. The proposal has been forwarded to an independent consultant for confirmation that <br />there are no other structures in the area high enough to accommodate the antenna and that the <br />Applicant has satisfactorily justified the request for increased height. <br /> <br />There will be no personnel stationed at the site. No signs will be posted on the tower or cabinets <br />except applicable warning or equipment information signs. The site access is proposed to be a <br />newly paved driveway off of Chameleon Street <br /> <br /> <br />
