CASE #: 7 <br /> <br /> REQUEST FOR SKETCH PLAN REVIEW OF A MINOR SUBDMSION, <br /> RAMSEY TOWNHOMES; <br />CASE OF ANOKA COUNTY COMMUNITY ACTION PROGRAM (ACCAP) <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Jeff Johnson of Anoka County Community Action Program (ACCAP) has applied for sketch <br />plan review tO plat property located west o£ State Highway #47 (St. Francis Blvd.), east of <br />Sunwood Drive and south o£ 149t~ Avenue for a townhome project. <br /> <br />The following items are enclosed: <br /> <br /> a) Site Location Map <br /> b) Sketch Plan (Preliminary Plat) <br /> c) City Staff Review Letter dated November 1, 2000 <br /> <br />Notification: <br /> <br />Sketch Plan's are not required to be subjected to a public heating, howe;ver the Applicant is also <br />requesting that a portion of the property be rezoned from R-1 Single Family to R-3 Multifamily. <br />State Law requires properties within 350 feet of the Subject Property be notified of the rezoning <br />request. Staff attempted to notify residents within 500 feet of the Subject Property. <br /> <br />Observations: <br /> <br />The property consists of approximately 11.31 acres and is proposed to be platted into 1 lot for the <br />30 rental units and 1 outlot for the wetland. The City of Ramsey currently owns the property. <br />Lot 1 would be conveyed to ACCAP and the City would retain the outlot. <br /> <br />The proposed plat will derive one access from Sunwood Drive. The townhomes will be served by <br />two private cul-de-sacs in the north and south ends o£ the project area. <br /> <br />Wetlands are encumbered by a drainage and utility easement. <br /> <br />Grading and drainage will be addressed in detail as part of the site plan process. <br /> <br /> <br />
