Attached is the plan sheet, which illustrates the area of concern, from approximately Station 13 <br />& 500 to 13 & 690, a distance of over 600 feet. On this plan sheet I have labeled under each 20- <br />meter station (65 feet) the following: (A) The amount of rise in the road from the existing grade; <br />(B) The height of the existing berm above the grade of the highway, and (C) The potential for <br />increasing the height of the berm over that specified in the existing plan. The height of the berm <br />is limited by two functions, the grade at the back of the east curbline of the highway and the <br />existing bituminous trail. A maximum fill toward the top of the berm is projected from a slope <br />of 3:1 from each of these points. The cost of this additional work is estimated to be about $5000. <br /> <br />I will attempt to meet with the neighbors to present this information to them, unless the <br />Committee suggests another course of action. <br /> <br />The intersection of 142nd and T.H. #47 <br /> <br />This intersection has been the subject of debate concerning whether or not it should be <br />signalized. The Council's past direction was that it was least desirable to allow this intersection <br />full turning movement without being signalized. The committee was open to a concept <br />presented by Dennis Eyler of SRF in which island medians would be constructed so as to allow <br />left tums from T.H. #47 to 142nd Avenue, but would prohibit left tums from 142nd Avenue unto <br />T.H. #47. However, it was previously agreed by MnDOT that a signal warrant justification <br />study would be performed after signals become operational at C.S.A.H. #5/Xkimo and T.H. #47 <br />to determine whether 142nd would handle sufficient traffic to meet signalization warrants. <br /> <br />If the island channelization were installed this summer, it would prohibit much of the traffic that <br />could serve to help justify signalization. <br /> <br />Committee Action: <br /> <br />The Committee should recommend to Council whether intersection channelization should be <br />installed at this time, whether it should be authorized after the signalization study this fall, <br />designed over the winter, and installed before the final lift of bituminous is placed next spring. <br /> <br />Reviewed by: <br />City Engineer <br /> <br />Copies Distributed to: <br /> <br />Director of Public Works <br />City Administrator <br /> <br />PW: 6/20/00 <br /> <br /> <br />
