PW CASE <br /> <br />UPDATE ON RADEMACHER/T.H. #47 ACCESS ISSUE <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />You may recall that Bill's Superette was very interested in retaining their existing ingress from <br />T.H. #47. In the development agreement it was agreed that the existing ingress would be <br />eliminated when the intersection of 153rd Avenue and T.H. #47 became signalized. I have <br />discussed a proposal with MnDOT that would allow for an ingress from T.H. #47 at a point <br />greater than 600 feet from the intersection, providing that the right-of-access to T.H. //47 be <br />dedicated to the State on the other two parcels south of Bill's Superette. Attached is a letter from <br />Mr. Kevin Hoglund of MnDOT responding favorably to this proposal. <br /> <br />Mr. Rademacher owns Parcel 2 and is working with a developer who is proposing combining <br />Parcel 2 with Parcel 3 to construct a townhome complex. Staff will present a sketch of the entire <br />concept at the meeting. <br /> <br />A portion of the concept suggests utilizing Cobalt Street to connect the neighborhood to 153rd <br />Avenue rather than Barium Street, which has been objectionable to the clinic. <br /> <br />It is also significant to note that the developer's plans utilized the eastern most portion of lot two, <br />which has been previously suggested as being turned over to the City. The City could make use <br />of this parcel to relocate a problematic ponding area in Willow Ridge or the east side of Barium <br />Street. A preliminary analysis suggests that sufficient areas for drainage and the townhomes <br />would exist, particularity if the clinic would allow the existing pond to be "squared up" by <br />allowing its expansion in its southwest comer. <br /> <br />Although this may be somewhat complex, since it would involve three property owners and the <br />City of Ramsey, it has several potential benefits: <br /> <br />1) Reduce two potential accesses onto T.H. #47 from Parcels 2 and 3 to a single ingress access <br /> only. <br /> <br />2) Provide an access from the neighborhood to 153rd Avenue and a signalized intersection. <br /> <br />3) Meet the needs of the clinic, which hopes to expand eastward, and thereby perhaps, settle the <br /> current condemnation action. <br /> <br />4) Provide for a solution to the drainage problem being experienced in the Willow Ridge <br /> subdivision. <br /> <br /> <br />
